Arthur R. Bowman Dam (formerly Prineville Dam) was built in 1961 as part of the U.S. Bureau of Reclamation's (BOR) Crooked River Project which was authorized for irrigation storage, flood control, recreation, and fish and wildlife management. The dam is an earthfill structure on the Crooked River about 20 miles upstream from Prineville Oregon.
The project, as proposed by Symbiotics LLC, will have an installed generating capacity of 6.8 MW. The project will utilize the normal regulated flow releases ranging from 140 to 550 cfs. Gross operating hydraulic head for the two 3.4 megawatt turbine/generator units will range between 110 to 150 feet. No modifications will be made to present structures upstream of the existing project outlet regulating gates. All proposed structure modifications and additions will be limited to the outlet conduit downstream of the regulating gates.
Estimated Monthly Power Production
As a run-of-river operation, the project will use only the available water released from the reservoir by the BOR. The estimated monthly power generation will range from 0.35 gWh in November to 2.83 gWh in April. On average, the annual production would be 18.5 gWhr.
The preliminary permit was issued by the FERC on August 7, 2001 to Symbiotics LLC. Two years later (August 11, 2003) Symbiotics submitted a Stage I Consultation Document to the agencies. Proposed studies were undertaken during the following year and are still continuing. On May 12, 2004, the Draft License Application (Stage II) was mailed and the Final License Application (Stage III) was submitted to the FERC July 30, 2004.
On August 13, 2004, the FERC made notice that the Bowman Application was accepted for filing and requested that agencies submit additional study requests. An acceptance or defiency letter is expected by the end of October 2004.
